SIKESTON, Mo. (AP) -- The state has dropped arson and stealing charges against a southeast Missouri man who had been accused of burning his own home. The Sikeston Standard Democrat reported Monday that Billy Arnold of Bell City had always maintained his innocence and passed a polygraph test.
